Who may register in Morris county? You are eligible to register if:
1. You are a citizen of the United States 2. You are a Morris County resident 29 days before the election 3. You will be 18 years of age on or before the next election 4. You are not incarcerated, on parole or on probation
How do I register to vote? You register to vote by completing a voter Registration Application form at the Morris County Superintendent of Elections' office or by mail. Forms are also available at any Municipal Clerk's office or other public agencies. For further information, please call the Superintendent of Elections Offices at 973-285-6715 between 8:30 AM and 4:30 PM.
When may I vote? Anytime, however, in order to vote in any election, your registration must be received 29 days prior to the election in which you wish to vote. Your registration will be valid indefinitely, if you have not moved from Morris County or have not been disenfranchised.
Must I declare a party affiliation when I register? No, but you may fill out a Party Declaration form at that time.
May I vote in a primary election if I have not declared a party prior to election day? (Unaffiliated) Yes, under two (2) circumstances:
1) If you are a newly registered voter and have not declared a party 2) One who has never voted in a Primary Election or declared a party You will declare a party affiliation at your polling place on the day of the Primary Election. This declaration must be made before you will be permitted to vote in that Primary. After that primary vote you are affiliated with that political party.
Must I continue to be a member of that party even though I wish to vote in another party? Yes, unless you file a written change of party affiliation at the Morris County Superintendent of Elections' office, or by mail at least 50 days before the Primary Election. If you change parties, you will vote in the new party in the Primary Election.
May I return to unaffiliated after declaring a party? No, once you have declared a party (Republican, Democrat or Independent) you must retain that affiliation or change to another party. You CAN NOT return to an "Unaffiliated" status.
If I move, how do I change my address? If you move to another county or state more than 29 days before an election, you must register and vote in your new county. If you move to move to another county less than 29 days before an election, you may vote at your previous polling place in Morris County for only that election. You must then register in the county you reside.
If you move within Morris County more than 29 days before an election, you must file a written change of address with this office.
If you move within Morris County less than 29 days before an election, you will vote in your new Municipality, Ward or District by Provisional Ballot. For your new Polling location you must call the Superintendent of Elections' at 973-285-6715.
What if I marry or change my name? If you legally change your name, you may vote in the next election by signing your new name in the poll book. The you must complete a Change of Name Notice.(Title19:31-13)
May I vote by absentee ballot? Yes, if you are properly registered and: 1) You expect to be out-of-state on election day 2) You are ill or physically disabled (including pregnancy) 3) You are in observance of a religious holiday 4) You are in-residence at a school, college or university 5) Due to the nature and hours or your employment
How do I apply for an absentee ballot? You may apply to the County Clerk (in writing) up to7days before the election or in person by 3:00 PM on the day before the election. Applications are available at any Municipal Clerk's Office or at the County Clerk's Office. When your application is received and approved, your ballot will be sent to the address you request, or you may pick it up in person. For assistance call 973-285-6066, 8:30 AM to 4:30 PM.
How do I vote by absentee ballot? The voter completes the ballot, places it inside the white envelope and completes the flap. DO NOT DETACH THE FLAP. The white envelope is placed inside the brown envelope and sealed. The upper left hand corner of the brown envelope must be completed by the voter. Completed ballot may be returned by mail or sent by messenger. Ballot must be returned to the Board of Elections before closing of the polls on Election Day.
